About the Role

At Ocean to Earth Recruitment, we partner with organisations shaping a more sustainable future. We are currently supporting a key client in the appointment of an experienced Energy & Decarbonisation Programme Lead to drive complex programmes across the UK public sector.

This is a senior, client-facing role suited to a commercially aware and technically credible professional who can both win and deliver work—guiding clients from early strategy through to implementation and performance.


The Opportunity
You will act as a trusted advisor to public sector clients, leading the development, procurement, and delivery of decarbonisation and energy programmes. Alongside delivery, you will play a key role in identifying opportunities, supporting bids, and contributing to wider business growth.


Key Responsibilities

Client & Market Development

  • Identify and develop new opportunities within the public sector decarbonisation market

  • Build strong relationships with estates, sustainability, and capital programme stakeholders

  • Support and lead bids, framework call-offs, and proposals

  • Maintain a strong understanding of UK policy, funding, and procurement frameworks

Programme Leadership

  • Lead end-to-end delivery of energy and decarbonisation programmes

  • Manage multidisciplinary teams, budgets, and delivery risks

  • Translate strategies and audits into structured, deliverable programmes

  • Oversee full lifecycle: strategy → feasibility → business case → procurement → delivery → performance

Technical & Commercial Advisory

  • Advise on low-carbon heat, electrification, retrofit, renewables, and energy performance models

  • Support development of funding business cases and financial modelling

  • Provide input on delivery models, commercial structuring, and risk allocation

Procurement & Governance

  • Develop scopes for infrastructure and retrofit works

  • Support delivery via public sector frameworks (e.g. CCS, RE, SCAPE, Pagabo, NHS SBS)

  • Present complex information clearly to senior stakeholders and decision-makers


About You

  • Significant experience delivering energy or decarbonisation programmes within the public sector or built environment

  • Strong knowledge of UK Net Zero policy, funding routes, and procurement processes

  • Proven ability to manage complex, multi-stakeholder programmes

  • Commercial awareness with experience supporting business development or bids

  • Excellent communication and stakeholder management skills

  • Strong analytical capability and experience translating technical insight into delivery


Desirable

  • Experience with Energy Performance Contracting or RE

  • Background in engineering, building services, or infrastructure

  • Financial modelling or business case development experience

  • Knowledge of heat networks, large-scale retrofit, or estate-wide decarbonisation
